Please note what "AS-IS" means to the government. It means that they offer (not convey) to the buyer the property without consideration to title or physical condition. It is also a disclaimer to protect the government. It is simply the government’s way of telling you that they may or may not have a right to sell the property and that if any clouds from any legitimate claim on the title exist (which would be if they did not have the right to sell the property) the responsibility and potential harm rests on the buyer without recourse when he puts the property in his name.
